The Royal Taylor crafts first and second addons for every outfit on the server. You must already own the base outfit before he will craft its addons.

Milestone outfits are unlocked via Royal Commendations earned at level milestones — bring the commendation to the Royal Taylor to claim the outfit, then return with the materials above for its addons.
